I have a Citreon C4 GRAND PICASO which is showing a p104 Fault what is wrng?

One garage has said it is a engine mananagement fault and will be approx £500 another says it is a engine fault and will be £2,000 another has said it is an Mass/Volume air flow circuit fault and could be £50 - £250 what do I believe.
