I have a code p0174 for 1999 mercury sable not sure if the number is right code reads manufacturer controlled transmission

This code is actually P0174 and is for a lean fuel trim mixture on bank 2 of the engine. Most cases the front O2 sensor is the cause of this code when it's not affecting both sides of the engine.
