WHAT WILL CAUSE A CAR NOT TO STORE CODES WHEN ITS HAVING PROBLEMS

This is because only the systems that are monitored by the computer will set codes and store codes. You have an electrical problem. The wiring is not monitored by the computer control system. This has to be diagnosed as an electrical problem, not a computer problem.
