This code means evap system flow during non purge conditions.

Basically the computer is seeing the evap system losing pressure when it shouldn't be. This can be the result of a faulty vent control valve, or an issue with the purge control solenoid. Also, any leak in the system can cause this. A smoke test should be done to make sure nothing is leaking. If not, then the valves should be tested.
