P0760 FORD - My car is an 03 Taurus. Would replacing the valve and doing a filter/fuild change solve the problem?

Code p0760.  My car won't shift right.  It Doesn't seem to even want to go into OD cause it's driving at 40mph at 3000RPMS and at 55mph at 4000+ RPMs.  What do do first?  Would replacing the valve and fluid/filter fix it?
