Is there any way to verify a bad sensor with a voltmeter? Or if i use a scanner-- Actron auto scanner plus, can I define a bad voltage?

passenger side before that cat is correct. I uploaded a picture of the service manual with the correct voltage that needs to be shown. Save the picture and look open it, because half of the page does not show until you scroll to the right
