can OBD2 software be used to reprogram the vehicle? If yes how?

yes, what car is it for? what do you want to reprogram? All car manufacturers have their own program, its probably easier and cheaper if you take it to the dealer.

which section of the soft ware can i find the reprograming of keys/ignition on toyota & nissan? i have tried so hard without result.

It is hard to find, for Nissan's you will need a nissan consult 2 or 3 and you will also need a code to program it
