could also be

-Faulty Fuel injector

- Intake air leaks

- Faulty Air Flow Meter

Check for a intake leak also by spraying brake fuild near the intake and intake manifold and see if there is an RPM change. 

To check the injectors there are some high end OBD-II readers that can turn off one injector at a time to check to RPM change you might have to take it to a shop.

or it could be air flow meter but that is the last option, I dont know why you replace the O2 sensor and cats before checking the smaller things
