Is my Nissan Note 1.5 dci egr valve faulty? How can I check it when off the car?

I have a p0400 code on a nissan note 1.5 diesel. Have taken off egr valve and cleaned it but code keeps coming back. how do i diagnose a faulty egr valve so i can know if replacing will fix my problem? thanks
