I have a 1999 Mercury Sable with code P1701, what does this code mean?

The code means reverse engagement error conditions.

Basically it's possible there is an issue with the transmission range sensor causing the problem, however there should be a code stored in the transmission control module telling the actual issue. Also, it's possible there is a mechanical issue inside the transmission causing the loss of the reverse gear.
