Question

Can a lower intake manifold gasket leak cause this code ? We performed the wiggle test to the harness connector .no fault detected.

It's very unlikely that a manifold gasket will cause this problem. You could try cleaning the throttle actuator plate first, but you probably have to replaced the Throttle Actuator to fix the problem.
