P0430 Catalyst System Efficiency Below Threshold (Bank 2)What is causing this?

I am getting frustrated as to what parts I should purchase to repair this problem. Should I start with the O2 sensors or is it one of the 2 catalytic converters on my drivers side? I have 4 converters total (2 on each side) and I have finally figured out that bank 2 is my drivers side (Im 80% sure). Please help!!

Typically you have to replace the converter to resolve this code. This is the converter right off the exhaust manifold between the two O2 sensors. The converter after the sensor is only along for the ride and is not moitored, so therefore cannot set a code.
