My steering wheels will not keep straight on the highway, it’s stiff , after a turn the wheel does not return to Being straight unless you turn it , also a weird noise when turning the wheel when stopped, I’m sure it’s the rack and pinion , do I need a diagnostic computer after I finish the job?

The first thing you should do is perform a wheel alignment. During the wheel alignment, the shop can find if the problem is the steering rack or something else connected to the steering rack.

It’s definitely the rack and pinion I have no wear on my tires and the rack itself is making a noise when turning stopped or moving I got 3 different opinions ,the steering wheel not really moving

Yes, you do. You need to perform an Electric Power Steering (EPS) Motor Angle Sensor initialization and Torque Sensor calibration, otherwise, you will set and out of calibration OBDII code.
