How do I fix a P0403 code?

I had a P0404 code. I cleaned the carbon build up inside the EGR valve and also cleaned the vortex fitting off the EGR valve into the air intake manifold. Now I have a P0403 code. I don't have vacuum tools to trouble shoot vacuum issues. How do I fix this code?

Vehicle: 2010 Ford Fusion 3.0L
