p0128 keeps coming back after replacing thermostat and the temp coolant sensor.

Question

I've replaced the thermostat twice now and I've replaced the coolant temp sensor but the code still keeps coming back. I've had some issues with the engine chugging as well which might be related? I have no Idea.
