C1218 troubleshooting on 3.8L impala

Pump motor circuit short to voltage or motor ground open. Not sure how to troubleshoot this issue. However, I Do see what looks like oil covering some wires and I think one of the (brake lines?) just below the intake. How do I clean this up, and could it be something other than oil?

Vehicle: 2003 Chevrolet Impala LS, 3.8L
