Codes p1233 and p1516 i need help please!

Question

The car in park keeps acting like it has a rev limiter on it where tachs out at 4000 RPMs and if I am driving the car and I happen to turn the AC or the defrost on it will automatically as soon as I turn them on start stalling out and then possibly just completely died on me depending on how fast I turn the AC or defrost off then it takes a second to come out of it
