1998 Honda Civic 1.6L and I still can't figure out the ELD problem

Yes, I replaced the ELD on the 1998 Honda Civic 1.6L and put code reader on it. And its still saying P1298 but if i turn om my lights and test it with the code reader it comes back with no codes so why is it only kicki g yhe P1298 code when my lights are turned off
