Chrysler radiator 50A fuse and OBDII code p0480

Hi, I have a 2015 Chrysler 200, 4 cyl, that has code p0480. It keeps blowing the radiator fan 50A fuse. I've swapped the relays, so I know it's not that. I replaced the fan, as I thought the fan motor might have been bad, but problem persists. Now I'm thinking it's the PWM. Anyone know what it could be? And where is the PWM? Thanks.

Here I pulled a diagram you have to double check in the owner manual I show it is a 100amp fuse
