The PCM test this, it is tested every ten seconds by sending a spike and monitoring its return, The PCM is volt meter in itself it looks for open circuit short circuit, grounded circuit and rationality., and the sensor You would need a scan tool that would give you the shift data, If this was the TIPM being at fault you would have a transmission relay output control code set or the control relay for the transmission.
