Can't get po446 code to clear have changed gas cap ,purge valve and canister vent valve code comes back as soon as you start the car

As soon as you start the car and the CK ENG LT comes right back on, this is called a hard set code, One of the job of the ECM is to look for open circuit short circuit and grounds, and these code condition sets right away, and this includes misfire conditions,. There are 2 wires that goes to the vent control solenoid on is positive which is fuse protected, the ground command is from the ECM, this is what you have to test for is if there is a ground command, if there is none this is a ECM problem. This is one reason that if there is a code that deals with the solenoids that has to be resolved ASAP or it burns its ECM driver.
