Would these possible causes cause the rpm to fluctuate when idling

Rpm gauge jumps a few hundred rpms at idle also acceleration is sluggish it seems and i feel like the motor is louder than it would be

This is a generic code for the bank 1 catalytic converter. This can cause rough running, low power, and if it's plugged can make the vehicle louder. I would check the bank 1 catalytic converter to see if its plugged up.
