gear selector blocked on VW Golf 6, DSG7: P1604

Question

Hi,
I have an issue with the gear selector. I'm trying to switch on the car but it indicates always to put on "P" or "N" even if it is already on that position. the engine is not starting.
the diagnostics is showing P1604 error.
Does anyone has encountered this issue or know what the root cause?
