will the vacuum cut valve cause hard starting issue when car is hot

2002 infinity i35 when hot stalls and hard to start the only code is a P1491, All OBD readings seem normal when analyzed, checked air filter hoses ect everything looks and sounds normal.

This code will not cause hard starting. The VCBV is part of the evap emissions system and has no affect on the way the car runs. I would try unplugging the mass air flow sensor when the car won't start and attempt to start it. If it fires right up then the sensor is likely bad.
