I still get code P0420 after both catalytic converter heads and O2 sensors replaced

Question

This is a 2002 Toyotal Camry XLE V6 with 117750 miles. I have replaced both catalytic converters (cats) as it was needed along with few (most of) O2 sensors. Now i get P0420 and P0430 with NO check engine light. the Cats were after market and were to california emission since the car is a Cali emission car. Because of the pending codes this vehicle does not pass smog. I have disconnected the battery for few hours and reconnected it and since having doing that, i have driven over 180 miles and the code still had not cleared. My mechanic says to keep driving it until the computer resets. I need to register it soon so i am pressed for time. Any suggestions?
