will changing valve body fix my problem

The car shifts slowly into reverse and holds 3rd gear too long. sometimes wont come out of 3rd at all. if you turn ignition off most of the time it will shift correctly for a while.

Vehicle: 1997 Saturn SL2 1.9 Liter
