2005 CHEVY COBALT ENG PWR REDUCED - HELP !! REPLACED THROTTLE BODY TWICE AND NEW ACCELERATOR PEDAL

Question

I have replaced the accelerator pedal(w/new), replaced throttle body(w/ 2 used) still getting engine power reduced. I can clear codes but sometimes it takes 20 minutes to be able to actually start driving without the ENG PWR REDUCED message coming up.
