Changed speedo sensor as no luck and checked the fuses on 2003 Toyota Rav4 2.0L

Hi there

This could indicate an issue with the speedometer itself. You can sometimes have an issue with the transmission as well with an internal problem. Most cases if you change the speed sensor and still have the issue the speedometer itself is the problem.
