The secondary air pump is used only on a cold start, How long depends on the outside temperature  and it is mostly less than one minute. The whole purpose is to inject air into the exhaust manifold this rapidly increase the temperature of the catalytic convertor and bring it to operating temperature by means of a combination valve which is opened by engine vacuum regulated by a air pump solenoid.
