I have replace the vvt valve after having received an 0028 code on my 2010 Subaru Forester, naturally aspirated. The problem still exists ie; no power, poor shifting response (at) , erratic rpms. I had previously replace the catalytic converter. Where might I look for more problems . The voltage at the vvt valve harness is 6.16. Should it be around 12 or so? How do I run that down if that is an issue?

Vehicle: 2010, Subaru, Forester, 2.5l

Hi there

To check for a voltage error, you have to work from the computer to the sensor. Find where it's shorting and then repair. It's also possible there is a computer issue or the timing is off.
