truck will crank but will not start. Check engine light stays on and reduced power message is displayed

When a P1682 is set the power relay is commanded on by the ECM, The best route to take is to start with the powertrain relay, which is fuse protected. in the fuse relay box , on the fuse cover there should be a Map for its location replace the relay and check its fuse.
