What can fix the problem

Question

Dealer changed timing chain and phasers, guides everything for p0016 code week later code comes back. Took it to dealer they changed the vct today. It ran idle for ten minutes light came on for same code. I think the timing is off? He checked all of the sensors said the y were good also. So does he need to retime the engine?

It does sound like it's possible the timing is off. If they have replaced everything else and the sensors are reading properly, that would be the next step provided the oil level and wiring is good. From here it does sound like the timing is off.
