could the p1516 code be corrected by changing the gas pedal?

I took the positive lug off the battery for a half an hour put it on drove for about an hour without the code coming on but it started again

Changing the gas pedal is not the fix , but it part of it, the gas pedal would be the APP sensor, On this engine the throttle body itself over extended amount of time tends to develop deposit . this tends to bind the throttle blades , You can clean out the throttle body but right after that you would need to perfrom a throttle body relearn procedure / idle relearn.
