Ion want shift scanner has reading from speed sensor

I am getting a reading on the scanner that the speed sensor is sending a signal transmission still won't shift speedometer does not worked

The take out the VSS there is a gear there , if you can somehow make use a drill and rubber hose to turn it see if the speedometer works , the reason it may be the gear which are plastic that may have worn out
