codes p0411 and p0420

Question

I have a 2001VW Jetta 5 speed GLS with intermittent POWER LOSS, EPC light, and codes p0411 and p0420. Any ideas where to start. I already changed the fuel filter and added injector cleaner to the fuel.

P0411 incorrect secondary air injection

P0420 catalytic below threshold

These code should not cause a power loss. secondary air injection this could just be a air injection hose that pop out from the MAF (mass airflow air duct) a P0420 with a power loss may just be a plugged catalytic convertor, or the  MAF sensor air duct from the MAF to throttle body may not even be truly connected
