P144A Evaporative emission system purge vapor line restriction / blocked

What this code describes is the fuel vapor tube between the FTP (fuel tank pressure ) sensor and the fuel tank, This code is commonly set due to liquid fuel in the evaporative emission canister which should be inspected for it. There a TSB that Ford has on this condition

MIL LAMP ON WITH DTCS P144A, P2196, P2198
AND/OR P1A0C - BUILT ON OR BEFORE 3/4/2011

This article supersedes TSB 11-11-28 to update the Title, Issue Statement, vehicle model lines, Service Procedure and Part List.

ISSUE
Some 2009-2011 Escape, Mariner, 2010-2011 Fusion, Milan and 2011 MKZ vehicles built on or before 3/4/2011 may exhibit a leaking or stuck under hood evaporative emission purge valve. This fault will turn on the malfunction indicator lamp (MIL) and set diagnostic trouble code (DTC) P144A, P2196, P2198 and/or P1A0C.

ACTION
Follow the Service Procedure steps to correct the condition.

SERVICE PROCEDURE

1. Are any of the following DTCs P144A, P2196, P2198 and/or P1AOC present?

a. No - Do not continue with this article, refer Powertrain Control/Emissions Diagnosis (PC/ED) Manual for normal diagnostics.

b. Yes - Proceed to Step 2.

2. Remove the evaporative emission canister. Refer to Workshop Manual (WSM), Section 303-13. Inspect canister for liquid fuel by turning the canister over and watching for signs of liquid fuel exiting the canister. Are there any signs of liquid fuel present?

a. No - Proceed to Step 3.

b. Yes - Replace the evaporative emission canister. Refer to WSM, Section 303-13. Proceed to Step 3.

3. Did the evaporative emissions system leak test pass as explained in WSM, Section 303-13?

a. No - Refer to the WSM, Section 303-13 to locate the leak. Repair as needed.

b. Yes - Replace the under hood evaporative emission canister purge valve. Refer to WSM, Section 303-13.
