OBD CODE: P1728 on FORD Expedition (1998, 5.4L), Does this indicate a bad transmission?

Overdrive \"Off\" light on gearshift is flashing intermittently. When overdrive \"Off\" light flashes, automatic transmission shifts hard. When \"off\" light is not flashing, automatic transmission shifts smooth. Dealer advises me to replace the transmission ($3,500+). I\'m not so sure I\'m ready to do that just yet. Transmission was last replaced back in Oct. 2006 (Dealer replaced). Any suggestions? Please advise.

This code does indicate slippage inside the transmission. This is likely going to be worn clutch discs inside. The labor for repairing this is so high, that a used replacement is normally the way to go.
