Why eng. won't accelerate,trans won't upshift properly.

Question

At idle car surges like trying to "jump" ahead. Acceleration is very slow w/ trans upshift very late and w/ high rpm.Previous codes p0016/p0017.

P0016 is camshaft to crank shaft correlation this is no a problem with the crank position sensor or the camshaft position sensor . The ECM sees the signal as out of position. P0016 on most engine is always a mechanical problem. from the variable camshaft actuator that is not locking down to a timing chain that slip out of position.
