P2196 Oxygen (A/F) sensor signal stuck rich

This is not going to cause a no start. Even if the A/F failed it will never default to a rich running condition. The basic has to be done for the no start, the airfilter not being plug ,exhaust blockage., Mechanical faulty condition is what set a rich running condition .
