I have a 1999 Dodge RAM and I got an engine light on I scanned and came up p0420 so I replace the oxygen sensor the downstream one and didn't fix it so that means I have a bad converter or should I replace the upstream oxygen sensor

Unfortunately, you must replace the catalytic converter. Although replacing the sensor may temporally fix the problem, eventually it may be the catalytic converter.
