In most cases yes, it means the coil for cylinder one has failed. It's always possible there is a wring issue to the coil causing the problem, but most of the time the coil is indeed at fault. You can sometimes swap the cylinder 1 coil with the one next to it and if the misfire and code moves with it, you know the coil has failed.
