vw jetta is in limp mode the code that has come up but everything is ok (put in new throttle pedal) what else can it be?

my car is in limp mode the first two codes to come up was glow plugs and throttle pedal. changed both but is still coming up with the code p0227. car checked with auto electrician and dealers. both say might be ECU,. Any other suggestions?
