Is the Throttle body located in the VCM?

service dealer said replace VCM for $350 labot $350 but repair says clean Throttle Body

For P200A the solution and this is required is to replace the VCM  (variable charge motion) actuator and reprogram the ECM.  As for cleaning the throttle you do not have to elect that. When the car is being built robot build it. so in turn each vehicle and manufacture has a unique pattern failure and success. P200A is as common on a KIA  2.4 engine . Because of these pattern TSB (technical service bulletin) are very useful. And Kia does have a TSB about this.
