Trailblazer P0016 light is on when cold outside

Question

The P0016 light comes on when the temperatures outside are cooler, 50's and below.  When the temperature is in the 60's or above, the light goes out.

I changed the Cam shaft and Crankshaft sensors.

P0016, the camshaft solenoid which is located on the side, the camshaft sensor is what detected the position the camshaft sensor is not at fault.
