Why cant computer communicate with throttle body actuator?

Cant communicate with throttle body actuator. Why?

U0107 TAC in reduce engine power mode

The set condition for this code , the throttle is operating in reduce power mode and trying  acceleratie while in reduce power mode will set this code, so will changed PCM that is not flashed to the vehicle, There should be a P code that is with this code , this will help point in the direction to have this resolved.
