P0058 Dodge disconect battery minus and there is power in minus cable

Question

when the minus cable is disconnected from battery and the light bulb is connected from battery minus to negative cable the light  bulb comes on.

Power wire somewhere shorted to ground probaly the power for the 2/2 O2 heater. (Concidering the code).
