Will this p1491 code cause a no start condition?

My 01 Dakota 3.9 will crank but won't start. Has fuel and spark it has the code p1491.

Yes it can, it uses  the same power in the PDC (power distribution Box) that gives power to the fuel injector , transmission control module, and the PCM sensor ground,  If there is a no start, the fuel injector power side has to be checked, Even if the ASD relay turns on, P1491 can prevent power from  reaching the fuel injectors on Bank 2 side.
