This condition that you have is a vacuum leak, vacuum leaks are air leaks that gets past the MAF sensor which are unaccounted for in return it sets a lean code condition, This is the reason the IAC (idle air control ) valve can not maintain a target idle, Some of the cause can be the EGR valve stuck open , the PCV hose the PCV itself, or disconnected vacuum lines or plugs
Here is a typical MAF sensor if this boot is torn or any opening it causes the system to go lean, this is a area that should be looked into
