Yes in a way, when the engine is cold it needs more fuel than it does in air, and it would have a higher RPM, This is mainly a vacuum leak and it would set a lean code condition, This should be resolved, Plus  you have a metal gas tank, these tend to collapse and contract under temperature and develop a pin hole leak in the middle of the fuel tank.
