2003 stratus code p0401, 2.4L DOHC built without EGR valve, where do I Start!!

Question

Per Vin # there was a group of these engines built, no EGR valve, I jnitially had a 441 and 442 code, bad O2 sensors, then cleared and new code 401! Help!!!

This is where the history of the vehicle is needed, if the ECM was ever replaced on the vehicle it would need to be reflashed,  If the eigth  VIN is a X then this was required.
